Britain and America have concluded a significant commercial pact that will maintain no duties on UK pharmaceutical exports entering the American market.

The Terms of the Accord

Under the terms of the agreement, the UK has agreed to increase funding on medicines through the public health system. This move secures that tariffs on these key exports will be held at nothing for a period of the next three years.

This development follows earlier threats to hike duties on patented drug imports, with increases floated up to double the cost.

"This arrangement between the United Kingdom strengthens the global environment for innovative medicines and brings much-needed equity to transatlantic drug exports," a release noted.

Commercial Impact

Pharmaceuticals constitute one of the UK's biggest export categories to the United States, which is by far the largest buyer for leading companies like GSK and AstraZeneca.

Export figures indicate that in the 12 months prior to September, the UK sold medicines totaling £11.1bn to the US. This amount accounted for 17.4% of British export trade in that span.

"This guarantee safeguards employment, increases funding and sets the stage for the UK to establish itself as a international leader for medical research," a government official remarked.

Key British Pledges

The agreement involves several specific commitments from the UK:

  • Higher Cost Ceiling: The UK will lift the price threshold at which it judges new medicines to be unaffordable by twenty-five percent.
  • Increased NHS Spending: There is a target to raise overall NHS spending on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Rebate Cap: The amount manufacturers must return to the NHS to control costs will be restricted at fifteen percent. In the past, rebates exceeded twenty percent.

Broader Context

The pact comes amid a protracted row between the pharmaceutical industry and the ministers over spending levels and regulatory access.

The disagreement were exacerbated by claims that American patients were charged several times more for the equivalent treatments than patients in the Britain and the EU.

Recently, several major manufacturing plans in the UK have been delayed or cancelled, while multi-billion-dollar funding commitments have been pledged toward projects in the United States.

A senior figure acknowledged that the NHS must invest a greater share on treatments, noting that its spending on drugs had declined as a share of its resources over the past decade.
