The Failure of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are released from different nations. Immense energy is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity provided through up-to-date information. From observation points, defense planes that had been scrambled to intercept incoming cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by Western nations. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: maybe the hostile projectile won't strike its target this time, preventing destruction from catastrophe and further power outages.

Persistent Threats

Soon after, a large-caliber weapon fired at a aerial vehicle close by, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and heating outages in many homes as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are demonstrably unable to fill in the near term.

Failed Diplomacy

The 28-point plan from US administration generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new proposal from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is unfeasible to compel Moscow to relinquish the territory that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not change more in its benefit in the near future.

Divergent Views

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its benefit.

Existing Situation

Objectively, there are no actual prerequisites for a armistice. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require continued Western support.
